Video sharing

I was looking to build a server for video sharing, will this program do the trick?
- Local/lLAN playback trough Winamp/httpQ is possible.
- Downloading is possible.
- Streaming the original file is possible.
- Streaming to another format or bandwidth is NOT possible.
