Don't do that, the name is indeed a little misleading :wink:
During development I had tested a [select all] button, but find the [inverse] version more flexible!

If you have no admin rights you can only change the password if you remember the old password.
config > user > ...
Only the admin user can change all passwords without knowing the old password.
config > users > select user > ...

Alternatively Info-ZIP also works.
See the config.inc.php file comment.

(Most Linux distributions comes with Info-ZIP)

Now I can reproduce the error message on Windows. The same flac file with embedded jpg image extract correctly on Ubuntu. These are the same findings you described.
